In their search for foreign direct investments (FDI) from the United States, I have observed that far too many European economic development agencies take the road most traveled when prospecting for American FDI leads. They and their consultants spend most of their people and financial resources courting both large and small-to-medium-size (SME) companies in places like New York, Boston, Chicago, Silicon Valley and Southern California. The competition for the few projects in these regions is intense and there are very few projects won.
There are, however, a few exceptions to this “herd” approach when hunting for warm leads in the U.S.
About one year ago I was introduced to the Cornwall Development Company, located in the southwest of England. Employing a budget that includes European Union ERDF funding, the CDC created an FDI initiative known as InvestinCornwall to secure investments, in part, from the U.S. To be focused, enlightened management decided to commit the majority of their resources to a lesser visited region of the U.S. – the southeast, including Atlanta, Georgia; Research Triangle and Charlotte, North Carolina; Chattanooga, Tennessee; and Mobile, Alabama.
After the first year, InvestinCornwall reports that it has identified over 30 company leads from the southeast U.S. region, and about 10 of these are “warm,” including several who will be visiting Cornwall in the next few months.

Many small-to-medium-size South Carolina companies want to enter European markets, but do not because they do not believe they have the resources to retain a multinational consulting firm to help them.
So, they start and stop by attending trade shows looking for one buyer at a time, or work through state and federal government agencies that do help, but only up to a point.
